
Cécile Musialski is sinds oktober 2005 senior medewerkster bij Philippe & Partners, werkzaam in de kantoren van Brussel en Parijs. Zij is advocate aan de balie van Brussel sinds september 2004 en aan de balie van Parijs sinds april 2010.
Zij heeft een belangrijke ervaring en kennis verworven in energierecht en juridische diensten voor vennootschappen actief in de energiesector. Zij heeft in het kader van deze materie diverse rechtsvergelijkende studies voor internationale overheidsinstanties gerealiseerd. Daarnaast heeft ze meegewerkt aan diverse projecten inzake harmonisering van wetgeving in Centraal - en Oost-Europese landen. Zij heeft ook meegewerkt aan de implementatie van Europese wetgeving in nationale wetgeving, en dit voor diverse Belgische overheden. Tenslotte heeft ze ervaring met algemeen Belgisch handels- en contractenrecht.

I care about positive social change!
As a lawyer specialised in energy law, I believe that my extensive knowledge of energy markets and law should to be used to promote sustainable technology development, raising living standards for all. A curious and inventive person, I hunger for missions presenting a legal vacuum that needs be addressed with original and pioneering solutions.
Over the last couple of years, I had the opportunity to advise international institutions, European associations, national regulators, market entrants, established operators and industrialists on topics that will shape the energy markets of tomorrow - across Europe:
- Regional and pan-Regional coupling of wholesale electricity markets;
- Large transnational offshore transmission infrastructure;
- Large scale development of electricity storage;
- Development of electric vehicle infrastructures;
- Smart grid and smart metering;
- Etc.
My activities as an expert in energy law for the European Commission have afforded me the opportunity to develop strong and original analytical and comparative skills. My curiosity pushes me to regularly researching into other fields of law and/or industries to find suitable and transposable solutions (e.g. aviation security, postal sector, financial law, payment systems, and so on).
As a rational person, I like taking time to reflect on my work. I thus aim at publishing scientific contributions on a regular basis. Publications allow me to distance myself from established paradigms and question them. I also particularly enjoy sharing my reflections with others and I am regularly invited as a speaker in industry seminars and conferences.
Finally, as a lawyer registered at the Bars of Brussels and Paris I must act independently and discretely. I also favour truth and realism, understanding both sides of opposing interests with the purpose of offering balanced solutions.
